Abstract

The growing importance of artificial intelligence (AI) in cybersecurity for the Philippines is becoming increasingly significant as digital threats escalate and the nation's digital transformation accelerates. This study investigates the ethical integration of AI in cybersecurity within the Philippine context, exploring the balance between harnessing AI's capabilities and maintaining ethical standards and human rights. The research emphasizes the need for AI adoption that prioritizes fairness, accountability, and transparency, while also addressing potential risks, biases, and challenges. By leveraging global guidelines, such as those from UNESCO, this study provides insights into the ethical application of AI technologies in securing digital infrastructures and enhancing national security. This study highlights the ethical risks involved in AI-powered cybersecurity solutions, including algorithmic biases and data privacy concerns. Case studies and real-world examples reveal the current state of AI adoption in the Philippines and its impact on various sectors, from public safety to industry and government. This study stresses the necessity for comprehensive ethical frameworks and legal safeguards to ensure responsible AI use in cybersecurity, as well as the importance of education and policy recommendations to guide future AI governance. The findings aim to benefit government bodies, organizations, researchers, and citizens, emphasizing the ethical use of AI in protecting personal data and fostering trust in digital services across the country.
