Governing AI in the Metaverse

Abstract

This chapter explores the ethical, legal, and psychosocial challenges arising from the integration of artificial intelligence into emotionally responsive virtual environments such as the Metaverse. It addresses algorithmic bias, emotional manipulation, and biometric surveillance, especially in vulnerable populations such as children and neurodivergent individuals. Through interdisciplinary literature and educational case studies, it proposes a human-centered, ethics-by-design governance model for affective AI systems that promotes emotional safety, digital autonomy, and responsible innovation
