Enhancing Digital Ethical Competency of Archival Professionals in the Era of Artificial Intelligence

Abstract
This study aims to enhance the digital ethical literacy of archival management personnel in the AI era. By constructing a three-dimensional literacy model (“Awareness-Skills-Responsibility”) based on the Technology Acceptance Model and Responsibility Ethics Theory, the research addresses the challenges of AI governance in archival management. A case study was conducted to validate the effectiveness of this model in improving ethical decision-making and AI governance outcomes. The study shows that improving ethical literacy has a direct impact on the effectiveness of AI systems in archival contexts, promoting better risk identification, skill application and responsibility allocation. Theoretical innovations include extending the Technology Acceptance Model to the domain of digital ethics and providing a practical framework for ethical AI governance. This research also provides empirical evidence linking staff literacy to the success of AI governance, offering actionable insights for policy development and practical implementation in archival institutions. Future research could refine ethical literacy assessment tools and explore cross-cultural governance models.
