Exploring artificial intelligences for general interest: a systematic and comprehensive literature review

Abstract
Since 2018, the number of publications about artificial intelligence (AI) in the public sector has grown exponentially.Regarding the challenges of serving the general interest (GI), the research landscape appears fragmented among "public AI", "AI for social good", and "sustainable AI".Our article provides an understanding of the "GIAI" based on the literature that links AI and the diversity of organizational forms pursuing the GI.We employ the BIBGT method, which combines bibliometrics with the qualitative approach of Grounded Theory, for a systematic analysis of the core categories in a corpus of 125 articles.Our results highlight four primary schools of thought and six current research streams, from which we propose a framework for understanding the dual role and responsibility of public actors, as well as common challenges throughout the process of adopting GIAI.
