Abstract
This paper, based on computer technology and a collaborative governance framework, constructs a multi-channel medical dispute mediation platform, aiming to improve the efficiency and fairness of medical dispute mediation through intelligent means. The platform adopts a layered architecture, integrating medical data access, an event-driven middleware, a process engine, and an encrypted evidence storage module. It also introduces the Drools rule engine and Neo4j knowledge graph resources to achieve automatic diversion and decision-making support for medical dispute cases. Through the deployment and functional testing of actual data sets, the system's excellent performance in task flow efficiency, concurrent response level, and user convenience has been confirmed. The platform demonstrates high feasibility in engineering implementation and technology promotion, providing a replicable and instructive technical path, and promoting the construction of an intelligent medical governance system.
