Leveraging Artificial Intelligence for E-Discovery in the Public Sector of Zimbabwe

Abstract
This chapter explores the integration of Artificial Intelligence (AI) into electronic discovery (e-discovery) in Zimbabwe's public sector, examining its legal, ethical, and institutional implications. Drawing on qualitative data from legal records, and ICT professionals, it highlights AI's potential to enhance efficiency in litigation and records management, while underscoring critical challenges such as outdated legislation, insufficient training, and limited infrastructure. The chapter assesses the adequacy of existing statutes governing AI-processed evidence. Anchored in socio-legal theory, it reveals a gap between legal frameworks and technological practice, emphasising the need for regulatory reform. A roadmap is proposed to support ethical, effective AI use in e-discovery through legislative updates, institutional coordination, and capacity building. The chapter advocates for a human-centred, transparent approach to ensure that AI reinforces justice, trust, and accountability in governance.
