The Adaptive Healthcare Organization: AI-Powered Cultural Intelligence for Digital Transformation Success

Abstract
Healthcare organizations face increasing pressure to implement digital technologies while maintaining quality patient care. The COVID-19 pandemic accelerated digital adoption, revealing significant gaps between technological capabilities and organizational readiness [2], [4], [8]. Many healthcare transformation initiatives fail due to inadequate consideration of cultural factors during implementation planning. This research addresses the disconnect between technology deployment and organizational culture through an integrated framework that combines cultural assessment with AI-powered knowledge management. The framework evaluates organizational readiness using machine learning analysis while building knowledge-sharing capabilities through natural language processing and semantic technologies. The technical implementation incorporates HL7 FHIR for interoperability and SNOMED CT for clinical terminology. We utilize transformer-based models for clinical concept extraction and implement a cloud-based Knowledge-as-a-Service platform designed for healthcare environments. Validation involved three healthcare organizations representing different care delivery models. Results demonstrate improved prediction accuracy for digital adoption success, enhanced clinical knowledge extraction capabilities, and scalable platform performance supporting concurrent healthcare users. This work contributes to healthcare informatics by providing evidence-based methodology that addresses both human and technological dimensions of digital transformation. The framework offers practical tools for healthcare leaders to navigate digital transformation while maintaining clinical workflow integrity.
