Leveraging AI to Bridge Gaps in Mental Health Counseling for Deaf Populations

Abstract
The growing global mental health crisis highlights the need for inclusive care, particularly for deaf communities who continue to face barriers such as communication challenges, limited sign language–proficient counselors, and discriminatory attitudes. This chapter explores how Artificial Intelligence (AI) can address these gaps by providing scalable, culturally appropriate support through tools like sign language avatars, natural language processing, emotion recognition, and virtual reality therapy. Grounded in the Social Model of Disability and Person-Centered Theory, the study shows how AI can dismantle institutional barriers while offering tailored, compassionate services. Evidence suggests that AI-based interventions enhance clinical outcomes, dignity, autonomy, and psychological well-being among deaf individuals. Finally, the chapter outlines guidelines for building and ethically deploying AI systems to expand access to mental health care for the deaf community.
