Abstract
This study presents an empirical investigation into the evaluation of mutual recognition mechanisms for medical imaging results, a critical aspect for enhancing diagnostic efficiency and reducing redundant examinations within evolving healthcare systems. We propose a scientific evaluation index system to assess the implementation and effectiveness of these mechanisms across hospitals. Utilizing policy documents, technical standards, expert consultation, and the Analytic Hierarchy Process (AHP), a comprehensive evaluation framework was developed. This framework comprises three primary dimensions: basic infrastructure conditions, recognition processes, and recognition outcomes, further detailed into 8 secondary and 39 tertiary indicators. A structured questionnaire was administered to medical staff in four pilot hospitals in Zhejiang Province, yielding 300 valid responses. Our findings indicate performance variations across infrastructure, processes, and outcomes, with overall scores ranging from 128 to 134 points (86%-90% of the maximum). Identified challenges include low clinician engagement, insufficient training, inconsistent technical standards, and ambiguities in accountability for medical disputes. We propose targeted optimization strategies, such as clarifying legal responsibilities, improving system training and stability, expanding policy awareness, and enhancing performance incentives. This research offers practical guidance for refining mutual recognition systems and fostering the integration of medical imaging services across healthcare institutions.
