Digital Health Humanity for Universal Health Coverage

Abstract
Universal Health Coverage (UHC), the core goal of SDG Target 3.8, aims to ensure equitable access to healthcare for all. Social Determinants of Health (SDH) are fundamental issues deeply affecting the quality of healthcare services. In addition to improvements in health policies, Digital Public Goods (DPGs) play a crucial role in achieving UHC. This chapter emphasizes the openness of DPGs and proposes the Open DIKW model. It explores how the layers of this model—Open Data, Open Information, Open Knowledge, and Open Wisdom—empower communities and contribute to the enhancement of healthcare systems. Challenges associated with these layers will also be discussed. Furthermore, it examines how the acceleration of AI strengthens DPGs, linking their use to the ethical framework of Digital Health Humanity, and contributing to the realization of more equitable and sustainable global healthcare access. Finally, the chapter discusses prospects for achieving UHC.
