Abstract

While transforming the industries artificial intelligence (AI) is also reshaping the foundations of science, healthcare and global infrastructure. However, this rapid evolution consistently overcomes the establishment of governance protocols, ethical framework, and regulatory safeguards. Traversing two decades of AI research over 100-peer reviewed studies, this study provides insights to critically evaluate both the opportunities and risks of this technological revolution. This study explores the responsible innovation through AI to show how various challenges including algorithmic bias, environmental costs, employment displacement, dual-use risks, and the emerging frontier of indeterminate harm, specially manifested in quantum machine learning are solved by credible solution approaches including explainable and accountable AI systems, participatory governance practices, and regulatory initiatives such as the EU AI Act. We review various case studies to trace the influence of policy on success and failure of AI development. We introduce new conceptual constructs in AI ethics, most notably the concept of quantum fairness by integrating computer science with ethics, and policy. This study combines the gaps in understanding unresolved problems for responsible AI development by introducing ethical and policy concerns across various disciplines. In conclusion, while mapping the direction of future policies, an innovative model is presented which accounts for sustainable advancements with social welfare.
