An Analysis of Ethical Governance Pathway for Generative Artificial Intelligence in Germany and Its Implications

Abstract
As an important participant in the global research, development, and clinical application of generative artificial intelligence (GAI), Germany has systematically promoted the deep integration of GAI technology into the medical field by establishing a collaborative governance framework for multiple stakeholders, focusing on the dimensions of policy regulation by federal government, ethical self-discipline by academic community, the improvement of the media monitoring mechanism, and the construction of medical ethical system, and formulated a series of actionable guidelines for technology-ethics synergy. Through an analysis and interpretation of "four-dimensional synergy" governance model in the medical application of GAI in Germany, this study offers theoretical references and practical insights for China to construct its own GAI governance system from the perspectives of policy synergy, ethical review mechanisms, public participation dimensions, and cross-cultural adaptability.
